District Geography:

Wisconsin's 2nd Congressional District comprises the south central part of the state, including Dane and Green counties, along with portions of Columbia, Jefferson, Rock, and Sauk counties.

Summary:

Four-term incumbent Tammy Baldwin serves on the House Committee on Energy and Commerce. Baldwin is campaigning to expand the number of Americans with access to quality health care, to invest in stem cell research, to protect a woman's right to choose, to improve the public education system, to protect civil liberties, and to renounce the doctrine of preemption.

Dave Magnum, a broadcast executive, states that securing the border will be his top priority if elected, along with aggressively promoting emerging technologies such as wind, solar, and nanotechnology.

History:

Tammy Baldwin won her first congressional race in 1998, by defeating Republican nominee Josephine W. Musser by 5.8 points, filling the open seat left by 4-term GOP congressman Scott L. Klug. Baldwin eked out a 3 point win in the closest U.S. House race in the state in 2000, before winning by a very comfortable 32-point margin in 2002. In 2004 Baldwin defeated Magnum by a decisive 27 points.

Outlook:

Baldwin handily won her race against Magnum in 2004 by nearly a 2:1 margin. WI-2 is a decidedly left-leaning U.S. House district that heavily favors Democratic candidates, including incumbent Baldwin.
