District Geography:

Wisconsin's 4th Congressional District comprises the bulk of Milwaukee County including the cities of Cudahay, Milwaukee, St. Francis, South Milwaukee, West Allis, and West Milwaukee.

Summary:

One-term incumbent Gwendolynne Moore, a former Wisconsin State Assemblywoman and State Senator, is a member of the House Financial Services and Small Business Committees. Moore is campaigning to provide affordable health care to those in need, the necessary funding to increase the quality of education, fighting for economic development in her district, and seeking pay parity for working women.

Perfecto Rivera, former Hispanic Chamber of Commerce chair, supports current immigration laws, investment in clean energy technologies to reduce U.S. dependence on foreign oil, maintaining tax cuts and simplifying the tax system, reducing governmental spending, and protecting the environment.

History:

In 2004 Moore won her inaugural US House race by 41 points to fill the seat vacated by 11-term Democratic congressman Gerald Kleczka. Milwaukee's 4th District has gone to the Democrats in every election since 1948, with an average margin of victory of 50 points since 1960. In five of the 23 elections since 1960 the GOP did not field a nominee.

Outlook:

The Milwaukee region has been a Democratic stronghold in the state for generations and will remain so in 2006.
